I HAVE DECIDED THAT THE JAMES BALLARD OF PRE 1790 MARTIN CO NC AND THE JAMES BALLARD OF 1790 MOORE CO NC ARE PROBABLY THE SAME PERSON. NO DEFINITE PROOF HAS BEEN FOUND BUT THE AGES OF CENSUS RECORDS MATCH AS WELL AS CHILDREN INFORMATION.1

She, daughter of Joshua Rackley and Cityvias Rackley, was born about 1755 in Duplin Co, NCG. Elizabeth Rackley, apparently the eldest child of Joshua and Cityvias Rackley, was born in present-day Franklin Co NC about 1755.2,3

John Fowler ~29 married Elizabeth Rackley ~21, daughter of Joshua Rackley and Cityvias Rackley, in 1776 in North CarolinaG. They had no children until 1783. Perhaps the delay was caused by John's 3 tours of duty during the Revolution. Both John's and Elizabeth's parents were living in Duplin Co at the time.2,4

Franklin Co NC was formed in 1779 from the southern portion of Butte Co. Named after Bemjamin Franklin.


. Although their eldest child reportedly was born in Bladen Co NC. John and Elizabeth may have spent some of the early parts of their married life in Sampson Co, where their parents were neighboring property owners.

In the mid-1790's, John and Elizabeth moved to Lancaster Co SC and their youngest child was born there. They sold their property in SC in 1804 and moved back to NC in the area that became Columbus Co in 1808.25
Elizabeth Rackley was the wife of John Fowler in the census in 1800 in Lancaster Dist, SCG+. 1 female>45.6,7

. Elizabeth is named in the records of her father's estate sale, which was held in Duplin Co NC in 1813. However neither she nor her husband signed the document, apparently because they were at the time living about 90 miles away in the Williams Township of Columbus.
Elizabeth Rackley was the wife of John Fowler in the census in 1820 in Columbus Co, NCG+. 1 female>45.9

Elizabeth Rackley died about 1825 in North CarolinaG, at ~70 years of age. No wife is listed in the 1830 census and she is not mentioned in John Fowler's pension papers of 1832.2

The Shaftesbury Precinct of Abemarle County NC was renamed as the Chowan Prc of Albemarle in 1685. It was named for the Chowan Native American tribe which lived in the northeastern part of the Colony. He, son of William Fowler and Mary, was born in 1714 in Chowan Prec, NCG+.3,2,4

Up until 1774, he bought and sold at least six plats in the Crane Creek-Six Runs area.He also owned land on an absentee basis north of Whiteville in Brunswick Co (later Columbus Co) which he (or his son Daniel) disposed of as late as 1784.
1776 Jun 1: Enlisted in the Armstrong Co, First Regiment, under Col Thomas Clark. Fowler was 62 years of age at the time and served as a private for 3 years and was discharged on Jun 28, 1779.
Daniel Fowler and William Fowler were in the 1783 Duplin Co NC census.
